The Union Cabinet late on Thursday approved a proposal to amend the Constitution to restore reservation for Scheduled Castes and Scheduled Tribes in unaided private professional educational institutions.The Constitution Amendment Bill 2005 would be introduced in the winter session of Parliament, Union parliamentary affairs minister Priya Ranjan Dasmunshi told mediapersons. The amendment would enable the states to make reservation of seats for socially and educationally backward classes or for SCs and STs in educational institutions including unaided private professional educational bodies, other than minority institutions, and to regulate their admission and fee, he said. The All India Council for Technical Education (AICTE) has issued show-cause notice to 105 technical institutions for failing to comply with its norms and regulations. Owing to the faculty deficiency in 404 other institutions, 27,273 seats including 22,722 engineering seats have been reduced by the council.
