One is the software state of India and the other ranks as one of the most prosperous state, but when it comes to the use of information and communication technology in schools, the performance of Karnataka and Gujarat does not match their image. The first ever study on performance indicators for ICT in schools done by the HRD ministry and UNESCO also demolishes the myth of facilities in private schools, since it discovered that government schools have done far better in taking ICT to students than their better off counterparts. The report, prepared under HRD official Vivek Bhardwaj, surveyed 1,000 schools (500 each) in the two states and found that the use of ICT is very limited whether measured by the number of schools having an ICT department or unit, the availability of budget in schools for implementation, the number of teachers trained at ICT, or even the per capita availability of hardware. Of the 500 schools surveyed in Gujarat, 200 each were in the districts of Patan and Surendranagar and 100 in Ahmedabad. In Karnataka, the survey was conducted in 200 schools each in Mandya and Bellary and 100 schools in Bangalore. Again, of the 1,000 schools, a majority (602 or 60.2%) were government schools and 398 (39.8%) were private ones. In all, 35,547 students and 6,570 teachers were interviewed. First the access. There is a big gap between the two states. In Gujarat, only 6% students had access to computers while in Karnataka, it stood at 19.8%. For instance in Ahmedabad, there were only 589 desktop computers in 100 schools. This means less than six computers per school and one computer for 72 students on an average, the report says. Not that the teachers had greater access. In Karnataka, 75.2% and in Gujarat 71.4% teachers did not have computer access. Internet access in both the states is also not encouraging only 4.2% students in Gujarat and 12.8% in Karnataka. In Gujarat, 79% of the students could not e-mail and 78.3% could not browse. In Karnataka, the figure was larger: 87.3% could not e-mail and 89.5% could not browse. Apart from the lack of infrastructure, one reason for poor access could be untrained teachers as the report found. In Karnataka, 87% teachers were not trained and in Gujarat 81% had no training in ICT. Only 3.1% of the teachers in Gujarat and 5.5% teachers in Karnataka had acquired proficiency before joining the profession. When school principals in the two states were asked about the competence of teachers, many reported, They still had no capability. In Karnataka, 20.2% teachers were considered incompetent by their principals. As for the comparison between government and private schools, the study found that while in Gujarat, private school students used ICT marginally more and had better access to internet than government school students, in Karnataka government school students had better (16.6%) access to internet than private school students (5.5%). It was also found that government school students in Karnataka used ICT more to find, acquire, and use information.
